Introduction – Constats et enjeux

Depuis le début des années 2000, on observe une régression préoccupante des comportements civiques, en particulier chez les jeunes, au Luxembourg comme dans une grande partie de l’Europe. Cette évolution fragilise directement le #VivreEnsemble en paix, pourtant pilier fondamental de toute société démocratique.

Les règles de base garanties par la Constitution ne sont plus toujours respectées, le respect mutuel s’effrite, et les réseaux sociaux sont trop souvent utilisés comme des outils de haine, de harcèlement et d’amplification des conflits. Beaucoup de jeunes connaissent très bien leurs droits, mais ignorent largement leurs responsabilités.

Les générations nées entre les années 1950 et 1970 ont, pour la plupart, bénéficié d’une éducation civique informelle transmise par les parents : connaissance minimale des lois, respect des règles communes, conscience de l’importance de la vie de quartier et du vivre ensemble. Cette transmission s’est affaiblie, laissant un vide éducatif que l’école ne peut plus ignorer.

Cette proposition part donc d’un constat assumé et subjectif, mais fondé sur l’observation du terrain, afin de proposer une instruction civique structurée, concrète et adaptée au XXIᵉ siècle, intégrée au parcours scolaire.

Conclusion – Droits sans responsabilités : une illusion dangereuse

Les jeunes d’aujourd’hui connaissent très bien leurs droits, parfois mieux que les adultes, mais rarement les responsabilités qui les accompagnent. Une vision du libéralisme mal comprise a nourri l’idée que « tout est permis et rien n’est interdit ».

Or, une démocratie ne peut survivre sans règles, sans respect des lois et sans conscience collective. Vivre en société ne signifie pas vivre sans limites, mais vivre ensemble dans un cadre commun accepté.

Cette instruction civique est d’autant plus essentielle dans une société multiculturelle, accueillant des personnes issues de pays où la démocratie est absente, différente ou méconnue. Il est nécessaire de transmettre ce que signifie concrètement vivre une démocratie à la luxembourgeoise et à l’européenne.

Former des citoyens responsables aujourd’hui, c’est protéger la paix sociale, la démocratie et le #VivreEnsemble de demain.

Introduction

For decades, I have observed a progressive decline of #Respect in our societies. This decline did not appear overnight. It seems to be rooted in a misunderstood liberalism, where freedom is increasingly lived as anarchy, where everything appears allowed and nothing seems forbidden.

In this distorted interpretation, the #EGO takes over everything. Elderly people are pushed aside, mocked, or ignored, even though the comfortable and luxurious lives many enjoy today were built by their work, their sacrifices, and their sense of responsibility. Respect for experience, history, and collective effort is fading.

This evolution reveals something worrying: the word Respect is disappearing not only from everyday language, but also from minds. Many people no longer know what it truly means, nor why it is indispensable.

Yet Respect is the foundation of #VivreEnsemble — living together peacefully. Without it, coexistence becomes conflict, freedom turns into provocation, and democracy slowly degrades into chaos.

That is why I created this tutorial: to explain WHAT respect really is, WHAT it implies in daily life, and WHY it is essential for peaceful societies, integration, and democracy.

This tutorial also deliberately integrates the concept of #ReverseTHINKing — a conscious effort to step back, question automatisms, and rethink behaviours that have become socially accepted but ethically empty. Respect does not disappear by accident; it disappears when we stop thinking critically about our own actions.

Being loud, provocative, arrogant, or dismissive is not “freedom”. It is barbarism.

• Respect silence where silence is expected.
• Respect rules even if you do not fully understand them.

Peace, not provocation, should always guide your behaviour.

2. Respect when working and living in a foreign country

Integration does not mean erasing your identity. It means coexisting intelligently.

• Understand its values.
• Accept that adaptation is mutual, but not one-sided.

Expecting a society to adapt entirely to you while refusing to adapt yourself is neither respectful nor realistic.

• Consult expat platforms to understand daily realities.
